​NAP / PAN

NAP (Nationaler Aktionsplan für Wirtschaft und Menschenrechte in German) or PAN (Plan d'action national entreprises et droits de l'homme in French) refers to Switzerland’s National Action Plan on Business and Human Rights. This strategic framework outlines the Swiss government's approach to promoting and protecting human rights in business activities, based on the UN Guiding Principles on Business and Human Rights (UNGPs).

What Is NAP / PAN?

The NAP/PAN was launched to support the integration of human rights considerations into business operations, both domestically and abroad. It provides guidelines, expectations, and tools for Swiss companies to conduct human rights due diligence and foster responsible business conduct in line with international standards.

1. State Duty to Protect Human Rights

Governments are expected to establish and enforce laws that safeguard individuals from human rights abuses committed by third parties, including businesses.

2. Corporate Responsibility to Respect Human Rights

Swiss companies are encouraged to identify, prevent, mitigate, and account for any adverse human rights impacts arising from their operations and partnerships.

3. Access to Remedy

The plan supports mechanisms—judicial and non-judicial—that ensure access to remedy for victims of human rights violations connected to business activities.
